VIV Foundation was established in 2004, in Riga, Republic of Latvia as a special status society organisation with a view of fostering links between Kazakhstan and the North European Baltic and Scandinavian states.
Mr Valeriy Gulbas is the Inagural Chairman of the VIV Foundation, Mr Gulbas holds a degree in Engineering and a Post Graduate Degree in Management of Large state owned enterprises from Moscow. Mr Gulbas currently holds the appointment inter alia of the Economic Advisor to the Administration of the President of the Republic of Kazakhstan.
In 2006 VIV Foundation authored and presented “Way to Europe or Revival of the Silk Road” project to the Government of the Republic of Kazakhstan - which is now one of the key strategic projects of the Republic on establishment of a dry port facility (Khorgos), transport and logistics hub infrastructure and corridor for goods in transit linking South-East Asia to Europe via an advanced transportation network to be completed by 2020.
VIV Foundation works closely with the governments of Central Asia, South East Asia, Baltic and Scandinavian States to streamline co-operation and foster mutual economic and cultural relations. VIV Foundation participated in a number of European Projects including lobbying of the European legislation on labour and industrial relations.
in 2007 VIV Foundation presented a project on establishment of Special Economic Zones along the transport and logistic corridor stretching from South East Asian countries via Kazakhstan, Russia and Belarus to Europe.
in 2008 VIV Foundation commenced working on the Khorgos Dry Port Project and Special Economic and Customs Zone and in 2011 after series of consultations presented the project to the Administration of the President of the Republic of Kazakhstan incorporating projects on Free Economic Zones in Latvia (Daugavpils) and Kazakhstan.
VIV Foundation and its key people have participated in a number of international inter governmental conferences to further economic interests of the Republic of Kazakhstan, most notably:
* Investment forum of the President of the Republic of Kazakhstan
* International Conference on Export and Import of LPG in Moscow (2009)
* XII International Conference “Trans Baltica 2009” in Lithuania
* Baltic Economic Forums
* International conferences on development of the transit and cargo infrastructure
* OSCE International Conference on international cooperation.
* Belarus Economic Forum (Novopolotsk)
VIV Foundation lobbied geopolitical interests of the Pacific Island States in Kazakhstan, Russia and the Baltic States.
VIV Foundation is authorized by the Banknote Factory of the National Bank of the Republic of Kazakhstan to carry out negotiations with Government outside the CIS on Security Printing.
In 2010 VIV Foundation presented a roadmap to democracy to the Government of the Republic of Fiji, Economic development roadmap to the Governments of Vanuatu, Solomon Islands.
VIV Foundation charitable activities in Europe, Central Asia and Pacific are aimed at establishing and maintaining self sufficient communities by supporting small enterprises, farming and educational scholarships.
in 2011 VIV Foundation joined forces with a number of charitable foundations to provide welfare to single mothers and orphans in war torn territories, and build community houses, hospitals, civic infrastructure and provide pre-fabricated houses and temporary shelters.
